I have the honour to state for the infern-

ation of His Excellency the Governor that at a meeting of the

Board held yesterday, an application from the Acting Secretary

for the substantive appointment of Secretary to the Board was

considered and the following resolution on the motion of the

Vice-President seconded by Mr. Fang Wa Chun was unanimously

adopted.-

*That Mr. Woodcock's application be fer-

warded and recommended for the favourable consideration of

His Excellency the Governor and the Board further recommend

that the salary of the office be increased to $3,600 rising to $4,200 per annum by triennial increments of $300*.

I have attached a copy of the minutes of

the Members on the Circulating Cover of the application as

showing that in the opinion of the Board Mr. Woodcock has

proved himself a very suitable man for the post. When consi- dering the application the Board gave great importance to

this fact.

During his acting appointment Mr. Wood-

cock has tried to fit himself for the post, and in addition

to spending considerable time in the study of the various

Health Ordinances has made a careful study of Chinese Collo-

-quial
